	Poor 2.3 pts	Fair 2.8 pts	Average 3 pts	Above Average 3.75 pts	Excellent 4.5 pts
Lead	Poor A response could not be generated because the lead is lacking in detail.	Fair Some items are missing which would require the respondents to need additional clarification.	Average A good start but there are some details lacking in order to allow a complete response.	Above Average Most requirements are met but some details may be missing	Excellent Lead is complete and has all requirements for allowing a response
Response	Poor You are unable to match up the response to the requirements of the RFP.	Fair The response does not address all of the requirements of the RFP.	Average The response is good but is lacking on a great deal of depth.	Above Average The response is mostly complete but there are a couple of areas not addressed.	Excellent The response is complete and answers all of the questions in the RFP.
Organization	Poor The organization is difficult to follow and it is not apparent if the response is complete.	Fair One or more documents have areas that do not coincide.	Average Both documents are substantially complete but there are some areas not completely specified.	Above Average Both documents are well organized but there are a few unanswered questions.	Excellent Both documents are very well organized and leave the reader with no questions.
Completeness	Poor There are many areas that have not been addressed.	Fair There are several requirements that are unfulfilled.	Average Most of the requirements have been met but some areas are not addressed.	Above Average Both documents have the vast majority of the issues addressed.	Excellent Both documents have incorporated all aspects of the assignment.
Site selection	Poor The property chosen will not work for this group.	Fair The venue was not really properly aligned with the requirements of the group.	Average The venue will work for the majority of the requirements.	Above Average The venue selected is a solid choice but there might have been a better option.	Excellent Venue chosen is a perfect fit for the group and its requirements.
Presentation	Poor The reader cannot follow the layout and presentation.	Fair The presentation shows no imagination.	Average Both of the original templates were used and just filled in.	Above Average One of the documents copied one of the templates but developed a new one for the other.	Excellent The formatting was original and well presented.
